You can specify the velocity ranges in a rack. You do that by making a subrack that divides the incoming velocity to different chains of note length devices. You could set it up, so that the note length is controlled by velocity. If you start working with racks to make a complete drum module, you can start doing some neat stuff with Live's MIDI plugins.
